•. During their training, these gentlemen would carry out all the duties of a Seaman but would not be expected to scrub decks or clean guns &c.
f. As the status of these gentleman would be much the same as that of a Midshipman, R.N. some alteration in the accommodation of part of the lower deck will be necessary to bring it into line with that of a Gun-Room, It is anticipated that about forty R.N. Volunteers would be victualled on board each vessel during the training cruises.
g. R.N.V.R. officers and R.H. Volunteers would receive
a free kit and would be messed free of charge when at sea. They would receive no remuneration whatever The object in view in to maintain two vessels in efficient sea-going condition for mine-sweeping and other duties, and to raise a reserve of trained men available for service afloat in time of emergency.
i. I would propose that I be appointed Commander (or
acting Captain) Retired in Command of the Hongkong Division of the R.N.V.R. No salary or allowances to be attached to such an appointment.
1. I propose returning to Hongkong in September or
October but can do so before this if the scheme is sufficiently advanced to warrant an earlier depart- ure from England.
